This is why I tend to err on the 'Spirit of the Law' side of legal precedent rather than on the 'Letter of the Law' side. Under the former, justice is easier for the little guy to attain because the underlying philosophy informs broadly that things like exploitation are bad regardless of the circumstances. The latter allows for exactly what is illustrated here - too much power in the wrong hands leading to gross injustice because those with power will be able to find a plethora of loopholes in the exact legal text; perpetuating forever their grip on the flow of revenue. After all, if the 'letter' of the law doesn't say a specific act or behavior is illegal, then there is no way to push back against unethical or immoral abuses of power by those who have it in abundance.
