Whatever the context, it all boils down to the real problem at the heart of most systemic problems - people not using proper logic to evaluate the severity/complexity of the issue and letting their self-involved biases lead the way. And since algorithms are designed to exploit ignorance, naturally these kinds of swarms will result.

In order for the world to improve, people need to learn to think better and understand that simply having thoughts doesnt make you wise. And a good first step is to devise robust and ubiquitous technologies which mitigate the effect of algorithmic information exchange, so that people aren't so susceptible to being spoon-fed whatever satisfies the ad revenue bottom line. A good second step is to depricate influencers with no useful contributions and elevate science influencers and other well-informed educational figures within the social media sphere.
